Harvey was Born in Southampton England, studied at University College, under E.A. Conway; at Yarmouth School of Art, Norfolk; and at Regent Street Polytechnic, London.
In 1921 he came to Calgary, Alberta Canada where he worked as the Supervisor of Art for the Calgary School Board (1922-31). Painting in watercolour, oil and pastel, he is well known for his sporting subjects and landscapes. He managed the Art Department for 20 years- Calgary Exhibition, and retired in 1951 to Victoria. He was a founding member of the ASA and exhibited with the AAM in 1929.
